His alchemy is powerful (especially when he gets angry), but you'll notice he doesn't do any complex transmutations throughout the series. Scar's actually not that knowledgeable of an alchemist. If he uses both arms, he can perform both cycles of deconstruction and reconstruction together. If he just uses one arm, then he can only perform the type of cycle alchemy that arm can do. His right arm with the black tattoos is his 'circle' of de(con)struction (the chéng cycle in Wuxing/Chinese alchemy) and the white tattoos on his left arm is his circle of (re)construction (the shēng cycle). Scar's tattoos are his transmutation circles. With both arms tattooed what exactly could he do? Is he able to perform any type of alchemy without extra circles like the elric's? He didn't invent a whole new third branch of alchemy. Scar's brother was merely the first person (that we know of anyway) to realize those root similarities and combined both branches of alchemy in a way to draw out their unique strengths. Both Amestrian alchemy's and Xingese alkehestry's roots are in Xerxesian alchemy.
